With the United States entangled in conflicts in Ukraine and Gaza and the threat of a war with China looming large, Professor Michael Brenner’s insights and views on the state of the US-led liberal order are arguably as timely and important as ever.
<https://sites.pitt.edu/~mbren/Background.htm>Brenner, a respected luminary on transatlantic relations and international security, is Professor Emeritus of International Affairs at the University of Pittsburgh and a Senior Fellow at the Center for Transatlantic Relations at the Johns Hopkins School of Advanced International Studies (SAIS).
He has also served at the Foreign Service Institute, the US Department of Defense and Westinghouse. In a wide-ranging and no-holds-barred interview with Asia Times’ contributor Adriel Kasonta, Brenner lays out how the US and collective West lost their moral authority and way.
Adriel Kasonta: Despite what we hear from the Western political class and the compliant stenographers from the mainstream media, the world doesn’t seem to look as they want us to believe. The hard reality on the ground, known to anyone who lives anywhere but Europe or the US, is that the collective West is experiencing an accelerated decline in political and economic domains, with significant moral ramifications. Could you please tell our readers what is the root cause of this state of affairs and what is the rationale behind continuing this collective suicide?
Michael Brenner: I suggest that we formulate the issue by asking what is the causal direction between the moral decline and the collective West’s political and economic decline? On Ukraine, it has been a fundamental geostrategic error that has had negative moral consequences: the cynical sacrifice of half a million Ukrainians used as cannon fodder and physical destruction of the country, in the cause of weakening and marginalizing Russia.
The stunning feature of the Palestine affair is the readiness of immoral government elites – indeed the near entirety of the political class – to give their implicit blessing to the atrocities and war crimes Israel has committed over the past five months, which is having profound repercussions on the West’s standing and influence globally.
At one moment, they speak proudly about the superiority of Western values while condemning the practices of other countries; at another, they lean over backwards to justify far greater humanitarian abuses, to provide the perpetrator with the arms to destroy to kill and to maim innocent civilians, and in the case of the United States, to extend diplomatic cover in the United Nations Security Council.
In the process, they are dissipating their standing in the eyes of the world outside the West, representing two-thirds of humanity. The latter’s historical dealings with the countries of the West, including the relatively recent past, left a residue of skepticism about American-led claims to being the world’s ethical standard setters. That sentiment has given way to outright disgust in the face of this blatant display of hypocrisy. Moreover, it exposes the harsh truth that racist attitudes never had been fully extinguished – after a period of dormancy, its recrudescence is manifest.
As far as the United States is concerned, the reference points for this judgment are not the mythic image of “the city on the Hill”; the last, best hope of mankind; the indispensable nation for achieving global peace and stability: the Providential people born in a state of Original Virtue destined to lead the world down the path of Enlightenment. None of those idealistic standards. No, it has debased itself when measured against the prosaic standards of human decency, of responsible statecraft, of a decent respect for the opinions of humankind.
Moreover, the ensuing estrangement between the West and the rest is occurring at a turning point in international power relationships. It is a time when the tectonic plates of the political world are shifting, when the old constellations of power and of influence are being successfully challenged, when America has responded to feelings of self-doubt as the ordained global guide and overseer by compulsive, futile displays of muscle flexing.
Anxiety and self-doubt masked by false bravado is the hallmark sentiment among America’s political elites. That is a poor starting point for a re-engagement with reality. Americans are too attached to their exalted self-image, too narcissistic – collectively and individually, too lacking in self-awareness, too leaderless to make that wrenching adaptation. Those appraisals apply to Western Europe as to the United States. Leaving a diminished, aggrieved but unrepentant trans-Atlantic community.
AK: In your recent <https://scheerpost.com/2024/03/08/michael-brenner-the-wests-reckoning/>essay “The West’s Reckoning?”, you mentioned that the situation in Ukraine humiliates the West and the tragedy in Gaza shames it. Can you expand on this a bit more?

MB: Defeat in Ukraine entails much more than the military collapse of the Ukrainian forces that is in the cards. For the United States has led its allies into what amounts to a campaign to permanently diminish Russia, to neutralize it as a political or economic presence in Europe, to eliminate a major obstacle to consolidating American global hegemony.
The West has thrown everything they have into that campaign: their stock of modern weapons, a corps of advisers, tens of billions of dollars, a draconian set of economic sanctions designed to bring the Russian economy to its knees and a relentless project aimed at isolating Russia and undermining Putin’s position.
It has failed ignominiously on every count. Russia is considerably stronger on every dimension than it was before the war; its economy is more robust than any Western economy; it has proven to be militarily superior; and it has won the sympathies of nearly the entire world outside the collective West.
The assumption that the West remains custodial of global affairs has proven a fantasy. Such comprehensive failure has meant a decline in the United States’ ability to shape world affairs on matters economic and security. The Sino-Russian partnership is now ensconced as a rival equal to the West in every respect.
That outcome derives from hubris, dogmatism and a flight from reality. Now, the West’s self-respect and image is being scarred by its role in the Palestine catastrophe. So, now it faces the double challenge of restoring its sense of prowess while at the same time regaining its moral bearings.
AK: Is it accurate to say that Ukraine and Gaza are connected in the sense that both indicate a failing liberal international order that is attempting to prevent itself from collapsing and causing turmoil as it descends into oblivion? If so, what are some potential outcomes for the future?
MB: Let’s bear in mind that the liberal international order serves Western interests above all. Its workings were biased in our favor. That’s one. The regularity and stability that it produced, for which the IMF, World Bank, etc were the institutional cynosure, ensured for decades that it would go unchallenged. That is two.
The rise of new power centers – China, above all, and the wider centripetal forces redistributing assets more generally – has left the United States and its European dependents with two choices. Accommodate themselves to this new situation by: a) hammering out terms of engagement that accorded a larger place for the newcomers; b) resetting the rules of the game so as to remove the current bias; c) adjusting the structure and procedures of international institutions in a manner reflecting the end of Western dominance; and d) rediscovering genuine diplomacy.
Nowhere in the West has that option been seriously considered. So, after a period of ambivalence and muddling, all signed onto an American project to prevent the emergence of challengers, to undermine them and to double down on assertive policies to yield nothing, to compromise nothing. We remain locked on that course despite serial failures, humiliations and the impetus given the BRICS project.
AK: According to some Western politicians and policymakers, other global powers are often treated as passive actors without agency or power to shape the world according to their national interests. This Manichean worldview is marked by a distinction between the “rules-based order” and international law or “democracy vs authoritarianism.” Is there an alternative to this thinking and what are the chances of change occurring before it’s too late?
MB: See above response. There are no signs that Western leaders are prepared intellectually, emotionally or politically to make the necessary adjustments. Necessity is not always the mother of invention. Instead, we see stubborn dogmatism, avoidance behavior and a deeper plunge into a world of fantasies.
The American reaction to manifestations of declining prowess is denial along with compulsion to reassure itself that it still has the “right stuff” through increasingly audacious acts. We are seeing where that has led in Ukraine. Far more dangerous is the reckless dispatch of troops to Taiwan.
As for Europe, it is evident that its political elites have been denatured by 75 years of near-total dependence on America. A complete absence of independent thinking and willpower is the outcome. In more concrete ways, Europe’s vassalage to the United States obliges it to follow Washington down whatever policy road the seigneur takes – however reckless, dangerous, unethical and counterproductive.
In predictable fashion, they have walked (or run) like lemmings over whatever cliff the United States chooses next under its own suicidal impulses. So it’s been in Iraq, in Syria, in Afghanistan, in regard to Iran, in Ukraine, on Taiwan and on all matters involving Israel. The string of painful failures and heavy costs produces no change in loyalty or mindset.
It cannot – for the Europeans have absorbed totally the habit of deference, the Americans’ worldview, their skewed interpretation of outcomes and their shamefully fictitious narratives. The Europeans no more can throw this addiction than a life-long alcoholic can go cold turkey.
AK: There has been a lot of discussion about the negative impact of neoconservatism on US foreign policy and the world. In essence, neoconservatism seeks the role of the US to dominate not only the Western Hemisphere (as per the Monroe Doctrine) but the entire world, as per the Wolfowitz Doctrine.
Although some US think tanks are now advocating for an end to the “never-ending wars” in the Middle East and for Europe to continue the US-provoked <https://www.bloomberg.com/opinion/articles/2022-05-10/russia-ukraine-war-putin-s-right-that-u-s-is-waging-a-proxy-war>proxy war with Russia, it seems that the neoconservative ideology has taken on a <https://responsiblestatecraft.org/2023/01/03/china-for-some-where-restraint-ends-and-hawkishness-begins/>new guise of “progressivism” and “realism”, and now aims to focus solely on China, even to the point of replicating the Ukraine scenario in Taiwan. How accurate is this assessment?
MB: The entire foreign policy community in the United States now shares the basic tenets of neoconservatives. Actually, the scripture is Paul Wolfowitz’s notorious memorandum of March 1991 wherein he laid out a comprehensive, detailed strategy for systematizing American global dominance. Everything that Washington is doing, and thinking, now is derivative of that plan.
Its core principles: the United States should use all the means at its disposal to establish American global dominance; to that end, it must be ready to act preventively to stymie the emergence of any power that could challenge our hegemony; and to maintain full spectrum dominance in every region of the globe. Ideals and values are relegated to an auxiliary role as a veneer on the application of power and as a stick with which to beat others. Classic diplomacy is disparaged as inappropriate to this scheme of things.
For Biden himself, a confident, assertive, hard-edged approach to dealing with others derives naturally from belief in Americanism as a Unified Field Theory that explains, interprets and justifies whatever the US thinks and does. Were Biden reelected, this outlook will remain unchanged. And were he to be replaced by Kamala Harris mid-term, which is likely, inertia will keep everything on the fixed course.
AK: Do you think the United States is destined to remain a global empire, constantly in conflict with anyone it perceives as a potential threat to its world dominance? Or is it possible for the country to become a republic that collaborates constructively with other global players to achieve greater benefits for its citizens and the broader international community? As the saying goes, “Those who live by the sword, die by the sword,” right?
MB: I’m a pessimist. For there are no signs that either our rulers, elites or public are susceptible to coming to terms with the state of affairs depicted above. The open question is whether this pretense will simply persist as a gradual weakening of global influence and domestic well-being unfolds, or, rather, will end in disaster.
Europeans and allies elsewhere should not accept to be sideline observers nor, even worse, become co-inhabitants of this world of fantasy as they have in Ukraine, on Palestine and in demonizing China.

Michael Brenner: The West’s Reckoning?

The West has set itself on a path of collective suicide — both moral and economic.

Western leaders are experiencing two stunning events: defeat in Ukraine, genocide in Palestine. The first is humiliating, the other shameful. Yet, they feel no humiliation or shame. Their actions show vividly that those sentiments are alien to them – unable to penetrate the entrenched barriers of dogma, arrogance and deep-seated insecurities. The last are personal as well as political. Therein lies a puzzle. For, as a consequence, the West has set itself on a path of collective suicide. Moral suicide in Gaza; diplomatic suicide – the foundations laid in Europe, the Middle East and across Eurasia; economic suicide – the dollar-based global financial system jeopardized, Europe deindustrializing. It is not a pretty picture. Astoundingly, this self-destruction is occurring in the absence of any major trauma – external or internal. Therein lies another, related puzzle.
Some clues for these abnormalities are provided by their most recent responses as deteriorating conditions tighten the vise – on emotions, on prevailing policies, on domestic political worries, on ginger egos. Those responses fall under the category of panic behavior. Deep down, they are scared, fearful and agitated. Biden et al in Washington, Macron, Schulz, Sunak, Stoltenberg, von der Leyen. They lack the courage of their stated convictions or the courage to face reality squarely. The blunt truth is that they have contrived to get themselves, and their countries, in a quandary from which there is no escape conforming to their current self-defined interests and emotional engagement. Hence, we observe an array of reactions that are feckless, grotesque and dangerous.
Feckless
Exhibit 1 is French President Emmanuel Macon’s proposed plan to station military personnel from NATO members within Ukraine to serve as a tripwire. Arrayed as a cordon around Kharkov, Odessa and Kiev they are meant to deter advancing Russian forces from moving on those cities for fear of killing Western soldiers – thereby risking a direct confrontation with the Alliance. It is a highly dubious idea that defies logic and experience while tempting fate. France long has deployed members of its armed forces in Ukraine where they programed and operated sophisticated equipment – in particular, the SCALP cruise missiles. Scores were killed by a Russian retaliatory strike a few months ago that destroyed their residence. Paris cried ‘holy murder’ for Moscow’s unsporting conduct in shooting back at those attacking them. It was retaliation for the French participation in the deadly bombing of the Russian city of Belgorod. Why then should we expect that the Kremlin would abandon a costly campaign involving what they see as vital national interests if uniformed Western troops were deployed in a picket line around cities? Would they be intimated into passivity by spiffy uniforms assembled under outsized banners inscribed with the slogan: “DON’T MESS WITH NATO”?
Moreover, there already are thousands of Westerners bolstering the Ukrainian armed forces. Roughly 4 – 5,000 Americans have been performing critical operational functions from the outset. The presence of a majority predates by several years the onset of hostilities 2 years ago. That contingent was augmented by a supplementary group of 1,700 last summer which was as a corps of logistic experts advertised as mandated to seek out and eradicate corruption in the black-marketing of pilfered supplies. The Pentagon people are sown thought the Ukrainian military from headquarters planning units, to advisers in the field, to technicians and Special Forces. It is widely understood that Americans have operated the sophisticated HIMARS long-range artillery and the Patriot air defense batteries. This last means that members of the U.S. military have been aiming – perhaps pulling the trigger on – weapons that kill Russians. In addition, the CIA has established a massive, multipurpose system able to conduct a wide range of Intelligence and operational activities- independently as well as in conjunction with the Ukrainian FSB. That includes tactical Intelligence on a day-by-day basis. We don’t know whether they had a role in the campaign of targeted assassinations inside Russia.
A critical role also has been played by Britain. Their specialized personnel have been operating the Storm Shadow missiles (counterpart to the French SCALP) employed against Crimea and elsewhere. Too, MI-6 has taken a lead role in designing multiple attacks on the Kerch Bridge and other critical infrastructure. The principal lesson to be drawn from this overview is that the positioning of European troops at key sites as human hostages in not wholly original. Their presence has not deterred Russia from attacking them in the field or, as in the French case, hunting them down in their residences.
Feckless: Exhibit 2 is the American airdrop of a paltry load of humanitarian aid in the sea off of Gaza. This bizarre action overlaps the silly and the grotesque. The United States has been the major accomplice in the Israeli ravaging of Gaza. Its weapons have killed 30,000 Gazans, wounded 70,000+, and devastated hospitals. Washington has actively blocked any serious attempt at aid by the UNWRO in withholding the funds necessary to finance its operations, while staying silent as Israel blocks entry points from Egypt and massacres residents awaiting the arrival of a food convoy. Furthermore, it has vetoed every attempt to end the carnage through ceasefire resolutions of the UN Security Council. This absurd gesture of kicking pallets out an airplane hatch simply underscores American disregard for Palestinian lives, its contempt for world opinion and its shameless subjugation to dictates from Israel.
Feckless: Exhibit 3 is provided by Rishi (Sage) Sunak, interim Prime Minister of the U.K. An ardent backer of Israel, he consistently has criticized Peace demonstrations protesting the assault on Gazans as obstacles to achieving a long-term ceasefire and political settlement. In this, he continues the long tradition of British fealty to its American overlord. Last week, he escalated the attack in denouncing them as tools of Hamas who have been taken over by terrorists – terrorists who threaten to tear the country apart. He likened it to ‘mob rule’ – as punctuated by the electoral victory of maverick George Galloway who crushed the Tories (and Labour) in a by-election. No evidence, of course, as to how half a million peaceable citizens are a Trojan horse for Muslim jihadis. This fecklessness is recognizable for those familiar with the haughty manner cultivated by the English upper crust – infecting even an arriviste in those exalted circles whose origins were in the Indian Raj. Condescension toward the lower ranks, instruction as to where the boundaries of acceptable behavior lie. That attitude often is laced with cute disparagements of groups or nationalities that don’t conform. The fact that Sunak himself is unabashed at now making snide accusations – however implied – about Muslims demonstrates the durability of cultural prejudices along with the historical openness of England’s upper class to those with money or cachet. These days, even a rishi. I suppose that’s social progress.
The dangerous element in Sunak’s unbecoming demagoguery is not its aggravating effect on the West’s culpability in the Palestine. The regional protagonists, as well as the rest of the world, smile at Britain’s grand rhetorical flourishes knowing that it counts only as America’s Tonto. Rather, it opens a breach in the country’s dedication to free speech and assembly. For it comes close to saying that any public disagreement with HMG’s policy is tantamount to treason.
Grotesque
Insofar as violent ethnic cleansing of the Palestinians is concerned, it is fair to say that the Western governments’ complicity via its arming and unqualified backing for Israel’s gruesome actions constitutes grotesque behavior. To single out individual elements among individual governments is superfluous. The entire episode is grotesque. So it is seen by nearly the entire world outside the countries of the collective West. That represents about 2/3 of humanity. Still, our nations’ political elites appear oblivious and/or disdainful of that judgment. It matters little to them that they are seen by the ‘others’ as inhumane, arch hypocrites and racists. Those strong impressions are reinforced in many places by traumatic memories of how they themselves were subjugated, trodden upon and exploited over the centuries by people who righteously instructed them on the superiority of Western values – just as they do today.
There are actions that manifestly represent a clear and future danger of an expanding war in Europe. Jens Stoltenberg, NATO’s belligerent Secretary-General, boldly stated last week that the Western allies should give Ukraine the green light to use the cruise missiles they have acquired to attack targets in Russia proper. Those weapons include the Storm Shadow, the Scalp, the long-range Tauras that Germany may soon dispatch and similar hardware to be provided by the U.S. (perhaps launched from the F-16s already arriving). Such a drastic move has been hinted at by other Western leaders, and pushed by hardline factions in Washington. Putin has warned that such escalation by the West – as with the conjectured deployment of NATO troops in Ukraine – would provoke a military response from Moscow. The extreme risks of the ensuing hostilities spiraling out of control to the nuclear threshold are self-evident.
Taken together, the actions by Western leaders – supported by their nations’ political elites – are indicative of a behavior pattern that has parted ways with reality. They derive deductively from dogmas unsubstantiated by objective fact. They are logically self-contradictory, impervious to events that shift the landscape, and radically unbalanced in weighting benefits/costs/risks and probabilities of success. How do we explain this ‘irrationality’? There are background conditions that are permissive or encouraging of this flight from sound reasoning. They include: the nihilistic socio-cultural trends in our contemporary post-modern societies; their susceptibility to collective hysteria/overwrought emotional reactions to unsettling events – 9/11, Islamic terrorism, the fable about Russian interference in the 2016 Presidential election among other political matters, the conjuring of the menacing Chinese dragon, scary predictions of inevitable war with the PRC, outlandish claims that Putin is planning to launch an all-out campaign to conquer Europe up to the English Channel. The last two are fed by the free-floating anxieties, i.e. dread, engendered by the earlier bouts of mass psychopathology. Those allegations, in fact pure fictions, have gained currency among senior military figures, heads of government, and among strategic ‘thinkers.’
Back to the ingredients of panic. We noted fear – of both the identifiable and the unknown, and sub-conscious feelings of insecurity. Those feelings derive from a matrix of disorienting shifts in the global environment inhabited by Western societies. They, in turn, grow in reciprocation with unsetting domestic developments. The outcome is two-fold: a stultifying of any reasonable debate about dubious policies – leaving premises and purposes untested, and opening opportunities for willful persons or factions who harbor audacious objectives of remaking the world’s geo-political space according to American hegemonic specifications. To that end, our leaders manipulate and exploit conditions of emotional disorientation and political conformity. The outstanding example are the so-called ‘neo-cons’ in Washington (who number Joe Biden as a comrade-in-arms) who have crafted a network of like-minded true believers in London, Paris, Berlin and at both ends of Brussels.
What of the puzzle we noted as to the near complete absence of feelings of guilt or shame – especially over Gaza, of being humiliated in the eyes of the world? In conditions of nihilism, matters of conscience are moot. For the implicit rejection of norms, rules and laws frees the individual self to do whatever impulses or ideas or selfish interests impel it. With the superego dissolved, there is no felt obligation to judge oneself in reference to any external or abstract standard. Narcissistic tendencies flourish. A similar psychology obviates the requirement for experiencing shame. That is something that can only exist if we subjectively are part of a social grouping wherein personal status, and sense of worth, depend on how others view us and whether they grant us respect. In the absence of such a communal identity, with its attendant sensitivity to its opinion, shame can exist only in the perverse form of regret that one has been unable to meet the demanding, all-consuming need for self-gratification. That applies to nations as well as its individual leaders.

Why I am voting for Trump.
We are facing Genocide in this country by Ethnic Dilution, the Illegal Immigration. Only one President answered that—President Trump.
We also were killing millions of babies thru Abortion. President Trump stopped that. As a Roman Catholic, that is one of the most important things.
Yes, I am also mad at President Trump for his love of Israel and the Jews. I’m concerned about the Vax and other stuff. What trumps all of that is Abortion and stopping Immigration.
I had NO idea that he would win in 2016. I thought he was a long shot. But when he came down that escalator, he triggered the Deep State. Just his presence alone, triggered the Deep State Media, the Deep State Republicans, Deep State Military, the Deep State Federal Gov. Bureaucracies. He outed it all just by his presence. For that he won! Who has done that. Even if he lost, he outed the evil in this country and he is still doing that. Just his presence awakened many people who then realized that there is a conspiracy controlling and ruling this country.
I’m voting for him again—because the Deep State did a Coup against him. They ran two coups. The Russia Hoax (which is attached above) which failed and the 2020 Stolen Election which was successful. You can’t let Evil win. You can’t let Evil get their way. That is why I’m voting for him again, as a Military veteran, I have to have his back and put him back in so that we can have justice. I live in Michigan. I attended presentations of former MI State Senator Patrick Colbeck who was a poll watcher at the Cobo Center in Detroit. He knows election law inside and out. The first words out of his mouth, “This was a Coup”. He wrote a book on it.

Yes, Trump is uncouth—I and many others thought he did a wonderful job in his first four years other than the Vax. (On the vax, no one knew it was going to be this novel chemical MNRA engine. I believe Trump still believes it is an old-fashioned vaccine.) He didn’t get us in any new wars.
I’m voting for him to UNDUE the Coup of 2020. I’m voting for him for Revenge against the Deep State. And this goes to our own Military. I thought that the US Military would intervene on such an obvious coup. I was badly disappointed. Look at the Mymar military to stop a Color Revolution in their country—but our miitary did phuck nothing. This whole country is a mess and is failing. America is a Failed state. This is the last election. If Biden gets in again—it’s over. ?And with the 2020 Election Coup—President Trump outed our military as totally converged and cucked. Because of President Trump, I see the US Military as NOT a TRUE military but a bunch of mercenaries for Globohomo. I’m thoroughly disgusted by our military. I’m voting for Trump to stop our genocide, to stop the flow of illegals across our border; to keep Pro-Life policies in place.

You made a big thing of RFKjr’s affairs, but seem to ignore those of Trump.
I can think of reasons for preferring Trump, other than those you mention.
He will stop the Ukraine war. He would exacerbate the Gaza war, but Netanyahu will probably have been removed before the US election.
Apart from closing the border, Trump will impose tariffs on imports, and restore US manufacturing.
Biden has mandated California emissions standards for the whole USA, requiring that trucks be battery-operated within 10 years. This will shut down road transport.
What about rail? Is it realistic to expect double-stacked contained trains to be run on batteries? I think not. That’s why rail asystems should be electrified, now.
If airline travel is also curtailed, high-speed rail is the answer; electrified of course.
Do we have time to build enough nuclear power stations, to power all that electric transport? Probably not, because Greens persuaded us to ditch them.
I think that Kennedy would enact much of the Trump program; that’s what the Liberal Elite are worried about.
Personally, I stopped supporting Trump when he assassinated General Soleimani. And I could not vote for anyone who endorses Israel’s Genocide in Gaza. Anyway, I’v seen evidence that Trump himself is Jewish; have you come across that? He opposes the Globalist Jews but supports the Zionist ones.
